Hotelier's Society Constitution and By- Laws

PREAMBLE

We the student of Cebu Technological University. Argao, Campus, involving the aid of the Divine Providence desiring to establish a student organization that will unite the whole Hospitality Management student s through the tenets of democratic autonomous government, in order to recognize and define our rights and responsibilities foster unity and cooperation among students, faculty and administration, and instill in ourselves the spirit of active involvement in issues affecting our lives, do hereby ordain and promulgate this constitution.

Article 1
NAME AND DOMICILE



Section 1. This instrument shall be known as the Constitution and By-Laws of the Hotelier’s Society of Cebu Technological University, Argao Cebu Campus.


Section 2.The organization shall be named HOTELIERS’ SOCIETY of CEBU TECHNOLOGICAL UNIVERSITY and may be referred to as HOTELIERS of CTU.


Section 3. The domicile of the body shall be established within the vicinity of Cebu Technological University Argao Campus.


Section 4. The Hoteliers’ Society shall adopt an official seal; color and motto as determined and approved by the Hoteliers’ Society Officers.


Article II
DECLARATION OF PRINCIPLES AND OBJECTIVES



Section 1.The CTU Hoteliers’ Society shall be the governing body of the College of Hospitality Management students of Cebu Technological University Argao Campus.


Section 2. The Hoteliers’ Society believes that unity among Hospitality Management students and harmonious relationship with the faculty member and administration are essential for the fulfillment and attainment of the Vision, Mission, Goals and Objectives (VMGO) of the College in particular with the College of Hospitality Management.


Section 3.All authorities untrusted to the Hoteliers’ Society emanate from the Hospitality Management students, provided the same are neither contrary nor detrimental to the interest and policies of the administration and students.


Section 4. The Hoteliers’ Society seeks to cooperate with the school administration in the promotion of the physical, intellectual, cultural andsocial development and instill environmental awareness among the Hospitality Management students to the fullest as long as the students’ rights are not violated.


Section 5.The Hoteliers’ Society shall, at all times.
a. Promote the student interest and their general welfare.
b. Serve as an active for student ideas, concerns and sentiments.
c. Foster unity, understanding and cooperation among youth and students of similar objectives, local and international.
d. Serves as the voice of the students to the school administration in the presentation of the student views on matters that directly affecting them.
e. Assist students in investigating and solving problems concerning their studies and conflicts arising from daily undertaking.
f. Develop responsible students who shall put their educational opportunity to optimal use.
g. Ensure among students the spirit of cooperation and fair relationship with thaw school administration and the different existing student organizations.
h. Promote projects that are relevant to the pursuits of educational enlistment and the vocational skills efficiency of the members of the institution.
i. Promote responsible citizen by observing strict adherence to the policies and rules of conduct of the Hoteliers’ Society and the administration in particular and the Philippine Constitution in general.
j. Practice self-less dedication and commitment to carry out the objectives of the Hoteliers’ Society and of the Cebu Technological University.


Article III
MEMBERSHIP



Section 1. All bonafide Hospitality Management students of Cebu Technological University shall automatically become members of the Hoteliers’ Society of CTU Argao, Cebu Campus.


Section 2. Membershipfee of twenty pesos (20.00) for both new and old students shall be imposed on every member upon enrollment annually. The Hoteliers’ Society Treasurer will collect this upon the enrollment. Collection shall be deposited in the Cooperative Bank of the institution in the name of the Hoteliers’ Society CTU Argao, Cebu Campus, subject to accounting and auditing rules and regulation.


Section 3. Everywithdrawal transaction shall bear the signature of the Hoteliers’ Society President and the Hoteliers’ Society Adviser.


Section 4. Membership may lost if any of the following instances:
a. Discontinuance of study
b. Expulsion from the institution
c. Transfer to another educational institution




Article IV
BILL OF RIGHTS



Section 1.Every member of the Hoteliers’ Society shall have:
a. The right to be informed and consulted regarding the teacher education’s guidelines and policies and regulations which may directly affect the members before such matters are adopted;
b. The right to have their grievances heard and speedily redressed;
c. The freedom of speech and press;
d. The right to kept informed for transparency of books of records of accounts of the administration that directly involved the students;
e. The right to access to the records of Hoteliers’ Society as well as his own school records and the confidentiality of which shall be made and maintained by the school;
f. The right to conduct meetings, seminars that cater the needs of the Hospitality Management students.


Section 2.Every member shall have the right to speedy issuance of official certificate, diplomas, transcript of records and other similar documents reasonable period from the date of request.


Section 3. Every member shall have the right to enjoy the benefits and privileges due upon them after payment of school fees.


Section 4.Every member shall have the right to use the school facilities and services provided that he/she is liable for any damages or losses that may occur.


Section 5. Every member shall have the right to receive competent instruction and relevant quality education to ensure his/ her total development as a person with human dignity.


Section 6.Every member shall have the right to be free from involuntarily contribution except those approved by the organization.


Section 7. Every member shall have the right to be presented in the policy making body of the organization.

Section 8.No form of exploitation and /or excessive punishment or penalty shall be imposed on any member.


Section 9.Every member has the right to free exercise of worship, spiritual practices, and cultural traditions no contrary to the laws and policies of the school.


Section 10.The right to peacefully petition for redress of their valid and legitimate grievances fro/or against any faculty members or employees in accordance with the proper norms and conduct of such petition.


Section 11.Every member has the right to be assumed innocent until proven guilty by fair and impartial trial of the body.


Section 12.All Hospitality Management students shall attend general meetings/assembly or appointments of the Hoteliers’ Society.



Article V
QUALIFICATIONS OF CANDIDATES FOR OFFICE



Section 1.The President:
a. Must be a bonafide college student of Cebu Technological University, Argao Cebu Campus.
b. Must be at least sixteen years of age on the day of election.
c. Must have acquired one-year residency in the college.
d. Must have at least eighteen units’ loads in the college.
e. Must have no failing grades in the semester preceding the election.
f. Must be physically and mentally fit as certified by any government physician.
g. Must have good moral character and no records of convictions or any capital offense or must not have been subjected to disciplinary actions as certified by the college guidance counselor.
h. Must have the experience in holding the position.
i. Must not hold any position in any major organizations unless he/she will resign from such position before the filling of candidacy. Violation is a ground for disqualification.
j. Must be a computer literate (has the technical know-how on the basics of using computers).





Section 2.The Vice President:
a. Must meet all the qualifications for the office of the President.





Section 3: The Secretary:
a. Must be a bonafide college student of Cebu Technological University, Argao Cebu Campus.
b. Must be a competent in oral and written communication.
c. Must be a computer literate (has the technical know-how on the basics of using computers).
d. Knows how to make minutes during sessions or meeting.
e. Must have no failing grades in the semester preceding the election.
f. Must have good moral character.





Section 4.TheAssistant Secretary:
a. Must meet all the qualifications for the office of the Secretary.





Section 5.The Treasurer:
a. Must be a bonafide college student of Cebu Technological University, Argao Cebu Campus.
b. Must have a basic knowledge in accounting and bookkeeping and demonstrates competencies in mathematical operations.
c. Must have a proficiency in auditing.
d. Must have no failing grades in the semester preceding the election.
e. Must have good moral character.





Section 6.The Assistant Treasurer:
a.Must meet all the qualifications for the office of the Treasurer.




Section 7.The Auditor:
a. Must be a bonafide college student of Cebu Technological University, Argao Cebu Campus.
b. Must have an average grade of at least 85% or 2.0 on Mathematics.

c. Must have a basic knowledge in accounting and bookkeeping and demonstrates competencies in mathematical operations.
d. Must have a proficiency in auditing.
e. Must have no failing grades in the semester preceding the election.
f. Must have good moral character.





Section 8.The Coordinators:
a. Must be a bonafide college student of Cebu Technological University, Argao Cebu Campus.
b. Must have no failing grades in the semester preceding the election.



Article VI
POWERS, DUTIES, AND RESPONSIBILITIES OF THE MEMBERS AND OFFICIALS



Section 1.Every member of the Hoteliers’ Society of Cebu Technological University, Argao, Cebu Campus shall have the following responsibilities:
a. To uphold and promote the constitution of the Hoteliers’ Society of Cebu Technological University, Argao, Cebu Campus and the Constitution of the Republic of the Philippines.
b. To abide by the policies and program of the Constitution.
c. Uphold the academic integrity of the school and endeavor to achieve academic excellence, responsibility and moral integrity. Promote and maintain the peace and order of the school by observing the rules of disciple promulgates by the school authorities and by extracting efforts to attain harmonious relationship by fellow students, faculty members and other school personnel.



Section 2. It shall be the duty of every member to cast vote during election.



Section 3.It shall be the duty of every of the qualified member during enrolment period to pay theHoteliers’ Society fee and the other recognition school organization fees, and before the end of every semester shall settle his/her school fees.



Section 4.The elected Hoteliers’ Society Officers shall have the right to choose and recommend their own adviser.

Section 5. The elected Hoteliers’ Society Officers shall have the following powers, duties and responsibilities:



A. The President
• To preside over the session of the Hoteliers’ Society and the general assembly.
• To supervise all students activities.
• To negotiate, enter into and sign contracts for and in behalf of the student body upon authorization by the council.
• Sign all resolutions and communications and any other papers pertinent to the council.
• Prepare one-year budget of the operation and the activities of the Hoteliers’ Society with the assistance of the Treasurer to be submitted to the school authorities.
• To vote and to break a tie in case of a procedural matters.



B. The Vice President
• He/she perform all the powers, duties and responsibilities of the president in case of the absence, voluntary resignation, impeachment or total incapacity.
• Perform such other duties and responsibilities related to the position.


C. The Secretary
• Keep all the records of the Hoteliers’ Society activities and other student activities.
• Prepare and keep the minutes of all meetings of theHoteliers’ Society and general assembly.
• Prepare all official communications for the Hoteliers’ Society.
• Perform such other duties and discharge such other functions as the President of theHoteliers’ Society may be prescribe or direct.



D. The Assistant Secretary
• He/she perform all the powers, duties and responsibilities of the secretary in case of the absence, voluntary resignation, impeachment or total incapacity.
• Perform such other duties and responsibilities related to the position.



E. The Treasurer
• Collect and receive membership fee,contribution, money materials and other resources intended for the Hoteliers’ Society.
• Keep and deposit in the Cooperative Bank of the college in the name of the Hoteliers’ Society Cebu Technological University, Argao, Cebu Campus.
• Disburse funds in accordance with an approve budget of the Hoteliers’ Society.
• Keep all the records of income and expenditures of the Hoteliers’ Society.
• Certify the availability of funds whenever necessary.
• Be accountable for the disbursement of the funds after due consultation with the other officers.
• Assist the President in the preparation of the budget of the current school year.
• Prepare and submit any audited financial reports including the document and papers thereof at any time when the school deems at necessary.
• Performs such other duties and discharge other functions as the Hoteliers’ Society President may be prescribe and direct.



F. The Assistant Treasurer
• He/she perform all the powers, duties and responsibilities of the treasurer in case of the absence, voluntary resignation, impeachment or total incapacity.
• Perform such other duties and responsibilities related to the position.



G. The Auditor
• He/she shall have the power to hold the disbursement of the Hoteliers’ Society for the reasons of discrepancies and such other reasons relevant to funds disbursement policies and procedures.
• He/she shall check and /or audit all the accounts pertaining to the income or expenditures of the Hoteliers’ Society.
• He/she takes custody of the entire Hoteliers’ Society property.
• He/she shall examine all the receipts of income and expenditures of theHoteliers’ Society and any discrepancies must be reported directly to the office of the President.
• He/ she shall submit the reports, a week before the end of each semester, covering the financial status of the Hoteliers’ Society and other reports that maybe required of the office of the Hoteliers’ Society.
• Performs such other duties and discharges such other functions as the Hoteliers’ Society President prescribes or direct.



H. The Coordinators

Article VII
HOTELIERS’ SOCIETY ADVISER




Section 1.The Hoteliers’ Society shall have an adviser coming from the faculty of the college on whom the elected officers choose by popular vote vice voce. He/she shall then be approved and appointed by the Campus Director and shall be issued Appointment Papers as the adviser of the Hoteliers’ Society. Among his/her qualification shall be his/her active involvement in socio-civic activities in the community and school and his/her sincere interest in the Hoteliers’ Society end other extra or co-curricular activities of the students.




Section 2.The adviser one appointed or elected, shall be acknowledge or respected as such until his/her position is declared vacant by the reason of death, resignation, retirement, long absence of more than six months, incapacity or resolution of the Hoteliers’ Society as regards to the adviser’s inactivity, ineffectiveness, unsupportive or misconduct provided that the Hoteliers’ Society’s deliberation shall be reasonable, impartial and satisfactory to all parties concerned.




Section 3.The adviser shall coordinate with the Hoteliers’ Society’s activities and programs and shall assist the officers whether spiritual, social, moral and disciplinary and other supportive functions for the furtherance of the good intentions of the Hoteliers’ Society Officers shall remain autonomous in the management of their respective programs and activities and shall uphold and conforms to the Constitution and By-Laws of Hoteliers’ Society and policies of the school.




Section 4. The adviser shall have the right and duty to call the attention of anyHoteliers’ Society Officers for any misconduct, wrong delivery of official duties and functions and must recommend disciplinary action to the office of the Guidance Counselor.




Section 5.The adviser shall have the necessary to attend meetings and sessions of the Hoteliers’ Society if possible. If possible, If he/she cannot attend a meeting, a copy of minutes of the meeting must be furnished to him/her.




BY-LAWS


Article I

TITLE

These rules shall be known as the by-laws of the Hoteliers’ Society of Cebu Technological University, Argao, Cebu Campus.


Article II



PURPOSE


Section 1.These by-laws are promulgated to prescribe the procedures and guidelines for the implementation of the Constitution, in order to facilitate compliance therewith and achieve the objectives thereof.



Section 2.these by-laws shall be applied to all students registered to the College of Hospitality Management of Cebu Technological University, Argao Cebu Campus, regarded as members of theHoteliers’ Society.

Article III





DECLARATION OF POLICY


Section 1.
a. It is hereby declared the policy of the hoteliers’ Society that the jurisdiction and political subdivisions of the organization shall enjoy genuine and meaningful student autonomy to enable them to attain their fullest development as self-reliant communities and make them more effective partners in the attainment of national goals. Toward this end, the council shall provide for more responsive and accountable student government structure instituted through a system of decentralization whereby student government units (SGU’s) shall be given more powers , responsibilities and resources.\
b. It is also the policy of the Hotelier’s Society to ensure accountability of all officers.
c. It is also the policy of the Hotelier’s Society to ask consultations with the Hospitality Management students before any project or program is implemented.
d. All officially enrolled Hospitality Management students must be oriented by the incumbent or outgoing Officers and the Hospitality Management Faculty for the different rules and regulations of the school.
e. The Hoteliers’ Society shall exercise the powers granted, as well as powers necessary or incidental for its efficient and effective student governance and promotions of the general welfare.
f. The Hoteliers’ Society shall ensure and support the College Administration in the preservation and enrichment of culture and tradition promotion of health safety.



Article IV


DUTIES AND RESPONSIBILITIES


Section 1.All Hospitality Management students are strictly prohibited from smoking inside the classroom and in the school premises. Further, drunkenness, gambling ,loitering ,challenging person in authority , concealing deadly weapons , possession of drugs such as shabu, marijuana, and the like, and other forms of grave misconduct in classroom, laboratories , field work, social gatherings and in dormitories and eating places will be dealt accordingly.




Section 2.Vandalism is highly prohibited.




Section 3.All Hospitality Management students are require to wear the prescribed uniform upon entering the campus, except on Wednesday, but must be in the decent casual wear with their Identification Cards.





Furthermore:
a. Male students are required to have proper haircut, it should be one inch above the collar line. Sporting a long hair is not allowed within the school premises.
b. Male students are not allowed to wear earrings inside the school premises.
c. There should be an official shop work or P.E uniform to be worn during their respective P.E classes. Pregnant woman are exempted from wearing the prescribed uniform.
d. All exemptions shall be properly signed by the Director of Students Services.





Section 4.Attendance during School Activities
a. All Hospitality Management students are required to attend every school activities or affair. NOn –Catholic may or may not attend religious activities in the school.
b. Strict compliance of checking up of attendance by class monitor or secretary.





Section 5.Attendance during Flag Ceremony
a. All Hospitality Management students are required to attend Flag Ceremony every Monday.
b. Strict compliance of checking up of attendance by class monitor or secretary.





Section 6.Cleanliness of the School and its premises
a. All Hospitality Management students must observe cleanliness inside and outside the classroom.\
b. Every class/section belonging to the Hospitality Management shall strictly follow their cleaning assignments prepared by every class officers.



Article V


PENALTIES


Section 1.Not wearing the prescribed uniforms (includingblouse, polo’s, neck ties, shoes and ID’s) – Php 5.00


Section 2.Absences
a. School Activity or Affair (one-day activity)/ Flag Ceremony-One Box of Floor Wax for classroom usage.
b. Two-Day Activity- Assist in the cafeteria (cleaning)
c. Three-Day Activity- Assist in the library (cleaning) NOTE: The number of hours the student will perform the sanctified duty correspond to the number of hours of the activity. Absentee with the valid reasons shall pass any authenticated document that would verify his/her absences.





Section 3.Males wearing earring inside the school premises will be subjected to disciplinary actions by the Director of Students Services.




Section 4.Inappropriate haircut will be subjected to disciplinary actions by the Director of Students Services.




Section 5.Vandalism will be subjected todisciplinary actions by the Director of Students Services and Guidance Counselor.



Article VI


DEATH AID AND OTHER SERVICES


Section 1.In case of accidents which will undergo Hospitalization, the students will receive assistance in the amount of Php 20.00 from every Hospitality Management students.




Section 2.
a. All Hospitality Management students shall contribute an amount of Php 20.00 each for the death of parents:
b. All Hospitality Management students shall contribute an amount of Php 20.00 each for the death of guardians;
c. All Hospitality Management students shall contribute an amount of Php 20.00 each for the death of a bonafide Hospitality Management student;
d. In case of sickness which will undergo hospitalization, each student will contribute an amount of Php 20.00.



EFFECTIVITY

This Constitution and By-Laws shall take effect immediately upon its approval and ratification by a majority of vote of the Hospitality Management General Assembly and of the bonafide officers of the Hoteliers’ Society.
